The most crowded time to visit the Norfolk area is during summer, starting with Memorial Day. Rates go up in the metropolitan area near Virginia Beach because people are flocking to the shore to enjoy the warm weather and the waves. Lots of festivals happen in the area during this time; if you don't mind higher hotel rates and large crowds, it's a fun time to visit. Just remember that the Norfolk area has lots of colleges and universities, so times like graduation and move-in day will fill up the hotels near the schools.
Avoid crowds by booking in spring or fall instead. The weather is mild enough that you can do outdoor activities and walk around Norfolk without being cold. Fall foliage is quite beautiful in Virginia, adding an incentive to book during fall. Winters are mild, with average highs dipping into the high 40s and low 50s most days. You won't experience crowds to nearly the same extent as you would see in summer, making winter an ideal time for some savings and some extra space.

The water/shipyards were fantastic.
Well, it's very convenient as far as the shopping malls, restaurants, etc. Also I have family in the area. Great place.
