Welcome To The Great Falls Balloon Festival Hotels. The Great Falls Balloon Festival began in 1992 and is held each summer at Simard-Payne Memorial Park in Lewiston, ME. The festival was founded as a means to raise funds for local non-profit organizations. Besides the chance to see the beautiful hot air balloons, there are many other activities at the festival.
