Winter in Nova Scotia is cold and rainy, and few people want to visit during that time of year. Though you'll find low hotel rates, enjoying the scenery and taking walks outdoors won't be nearly as appealing. Since that's a big part of what you should do while visiting Dartmouth, opt out of a winter visit, at least the first time you go.
The nicest weather in Dartmouth is June through September, when the average temperatures are in the 60s and 70s. It never gets extremely hot in Dartmouth or Halifax, so even a mid-July visit may have a few days where you need a light jacket. Fall is a bit chilly, but the fall foliage in Nova Scotia is unbeatable, and you won't have to deal with as many tourists once summer is over.

I grew up in Fairview, tell I was about 14 years old, and I loved it there, Dutch Village Road. Dartmouth was quite country at that time, in the 40's and 50's. It is quite built up now. We didn't get a chance to scout around, because I had other things to do, like visit my sister in Bedford, and visit a couple of friends. That took up much of my time. It was nice to see some of the places that I remembered as a child.
Were the hotel was located, easy access to bridges and ferry.
The water front is nice.
