The residents of the area began to desire a local government and sent in a city charter to be incorporated to the Georgia General Assembly. In February 1854, the charter was finally approved. During the Civil War, over 400 people were employed by the cotton mills. The mill continued to increase its production each year, which brought in dozens of new families looking to settle down. Many of these new settlers were of Irish and Scottish descent. The city was captured by the Union forces and the mill was burned down. Many families fled and slaves were shipped away.
When the war was over, the mill was rebuilt, and production continued. However, many of the workers had already moved to other towns for fresh opportunities. There was an agriculture depression that greatly affected the South for years after the war. In the early 1930s, the Great Depression occurred, and a county to the north of Roswell merged with Roswell to form Fulton County.
