The Mackinaw City center point is about the area of Arnold Line Mackinac Island Ferry and the area of Colonial Fort Michilimackinac.
The best Mackinaw City weather happens in summer. Michigan is far enough north that you won't experience miserably high temperatures or unbearable humidity. If you want to visit the beach, summer is the most hospitable time, but it's also the most crowded. Shoulder seasons fall and spring are pretty, too, though the weather is too cold for swimming on most days. If sightseeing in a jacket with a bit of wind doesn't bother you, then the shoulder season is the better time to save money.
